Project: RHCC REACH PROGRAM RENOVATION
Separate sealed Single Prime Bids for the above referenced Project will be received at Robeson Health Care Corporation (RHCC) Headquarters, ATTN: Mrs. Rachel Sutton, located at 60 Commerce Plaza Circle, Pembroke, NC 28372 until Tuesday, March 24, 2025, at 10:00 am. At that time the Bids received will be publicly opened and read aloud at the above address.
The general project scope consists of the renovation of an existing church and fellowship hall in support of Robeson Health Care Corporation’s (RHCC) proposed use. This project consists of all sitework, the addition of a new entry lobby, new electrical services extending from existing panels, new restrooms, a second-floor conference room and break room, along with all other miscellaneous items as listed on the construction plans and in the project manual, needed to complete the project.
PRE-BID CONFERENCE
A mandatory pre-bid conference will be held on Tuesday, March 10th, 2025, at 2:00 pm on site located at 404 Normal Street, Pembroke, NC 28372. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Contractors will be allowed to view and walk the site afterwards.
INSTRUCTIONS TO BIDDERS
Small, minority-owned, and women-owned businesses are encouraged to submit proposals.
For all further requirements regarding bid submittal, requirements, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
RHCC reserves the right to waive all informalities in bids, to accept any bid, or any portion thereof, or to reject any or all bids should it be deemed in its best interest to do so and allowed by General Statute.
OBTAINING THE BIDDING DOCUMENTS
Bidding Documents may be obtained upon request from the Issuing Office, Locklear, Locklear & Jacobs (LL&J) at 114 W 3rd Street, Pembroke, NC 28372, (910) 774-9306. Anyone wishing to access this information shall submit a request for information email to: mirandahorne@llandj.com. The email request shall contain the following items so that an accurate Bidder and Plan Holder list can be maintained:

Hard copies of the Bidding Documents may also be purchased from LL&J. The cost shall be based on LL&J’s 2025 Printing Rates. The purchase of any Bidding Documents shall be non-refundable.
Note
1. All RFI’s shall be received on or before 5:00 pm on Monday, March 17th, 2025, via email or letter.
2. Any verbal responses or comments are non-binding and only written requests are contractual.
